      <title>Cyprus: Constitution - 1960</title>
      <description>RIGHT TO INFORMATION
The Constitution of Cyprus refers to the right to receive and impart information without interference by any public authority. 

CITIZEN ENGAGEMENT (Consultation and Participation) 
The Cypriot constitution  provides for the right to address, individually or jointly, written requests or complaints to any competent public authority and to have them attended to and decided expeditiously (Articles 29 &amp; 146)

OTHER FACTORS OF CITIZEN ENGAGEMENT
The constitution also provides for the following rights and freedom: movement (Art. 13), speech and expression (Art.19), peaceful assembly, association, including the right to form and to join trade unions (Art. 21), to strike (Art. 27), individually or jointly with others, to address written requests or complaints to any competent public authority (Art. 29) and to vote (Art. 31). Art. 86 states that Greek and the Turkish Communities respectively shall elect from amongst their own members (elections shall be by universal suffrage) a Communal Chamber. The Communal Chambers, having legislative powers on matters pertaining to the community and meetings open to the public, are provided for in the constitution (Articles 87 - 110).</description>
