Internet Governance: Challenges and Opportunites for ESCWA Member Countries

This
study provides an analytical description of the current arrangements of Internet governance and the role of
involved parties. It elaborates on the main issues of the debate and focuses on those that are most important
for the region. Additionally, it highlights challenges facing the Arab region regarding these issues and
provides recommendations for an effective and, it is hoped, unified position for Arab countries in the global
debate. This study should assist the League of Arab States Working Group on Domain Names and Internet
Issues in terms of formulating an opinion about common views regarding Internet governance issues. The
study will pave the way for the next Internet governance forum, which is set to convene in November 2009
in Egypt, as well as subsequent forums.

Your Reference Guide to Best Practices in Public Financial Management

This reference guide introduces the Arabic reader to the new trends in
modern public financial management reform which were adopted by most
developed countries, and being adapted and implemented in vast majority
of developing countries. These trends came as a natural response to the
rising need for better managing the use of scarce resources and to apply
value-for-money policies, in addition to promoting transparency and
accountability in the management of public funds. Such need is particularly
accentuated in countries emerging from conflict and aiming to achieve
sustainable development.

Conflict Mitigation and Development

Over the past decades, Western Asia has witnessed at least one major conflict per decade. Each conflict carries long-term repercussions on a national and regional level. With a drastically changing political and social climate, instability has effectively made traditional socio-economic development efforts/processes irrelevant in a number of member states. The member countries of the United Nations Economic and Social Commission for Western Asia (UN-ESCWA) recognized the need to address these realities. Thus, UNESCWA has put forth efforts to alleviate the impact of conflict in the occupied Palestinian territory, Iraq and southern Lebanon. UN-ESCWA established the unit for Emerging and Conflict Related Issues (ECRI) in January of 2006 to consolidate and enhance its efforts in the areas of development under crisis and conflict mitigation.

Economic and Social Repercussions of the Israeli Occupation: Facts and Figures

The growing poverty and humanitarian need in the occupied Palestinian territory can be primarily attributed to the Israeli closure system, which restricts Palestinian access to health and education services, employment and social networks. Additionally, Israeli settlements, the confiscation of land and the construction of the barrier in the West Bank, which contradict the Geneva Conventions and other norms of international law, isolate occupied East Jerusalem, dissect the West Bank into dozens of enclaves and curtail normal economic and social life. By highlighting the relevant facts and figures, this brochure illustrates the adverse conditions faced by both Palestinians residing in the occupied Palestinian territory, including East Jerusalem and the Arab population in the Occupied Syrian Golan.
